Abstract

Waste management through recycling is an important issue in environmental governance. It is because the world is increasingly producing waste at an alarming rate. In this study, legal factors involved in the regulation of recycling and waste management are considered, such as statutory controls, regulatory policies, regulatory enforcement issues, and sustainability commitments. Such environmental rules as segregation, extended producer responsibility, licensing of regimes, and enforcement of these rules are also frequent requirements everywhere. Still, none of them can be found due to inadequate levels of enforcement capacity and poor institutional capacity. The research evaluates interactional analysis of the environmental protection agencies, municipal legislature in the municipalities, and waste management legislature, and their contribution to the controlling of recycling practices. It sheds light on some of the vices, such as old laws, inadequate punishment, informal recycling industries, and the lack of integration of policies.
