Subject Study covers the most crucial problem of third world Muslim countries which is moving of Muslim individuals to non-Muslim countries, Islam is a religion which is not only practiced on individual level but also on collective level, there are certain compulsions and obligations which can only be fulfilled in Muslim state and society but our Muslim brothers do not understand this open truth, mostly believe that religion is a personal matter and it has nothing to do with society and culture. I have tried to figure out this critical matter by considering Islamic legal aspects and high ethical standards along with modern day problems which every Muslim citizen of third world is facing. Classical scholars were very strict about this narrative of residing with Kufaar, but keeping the present economic, social and political situation of third world under developing Muslim countries, contemporary Islamic Sholars are comparatively flexible and adaptable over this discourse but with certain conditions and limitations. Rulings will differ from person to person and case to case, depending upon the circumstances which someone encounter in his life. Muslim minorities are playing vital role in the progress of developed non-Muslim countries and they are trying to generate a very strong impact on those modern civilizations.
