Abstract

War, as previously perceived, is no longer confined to battlefields or military zones. It has taken on a new form, i.e, Hybrid warfare. This approach combines conventional tactics with unconventional methods, including cyberattacks, disinformation, and economic pressure, thereby significantly impacting international relations and security. This sophisticated strategy blurs the distinction between war and peace, challenging nations' responses. Its ambiguity frequently enables aggressors to act beneath the level of conventional conflict, complicating diplomatic efforts and legal responses. As a result, trust among nations has diminished, alliances face greater strain, and the global security landscape has grown more complex. States are increasingly investing in cybersecurity and resilience strategies to better defend against emerging hybrid warfare tactics. This ongoing challenge requires the international community to adapt diplomatic, legal, and security structures to mitigate the destabilizing impact of hybrid warfare on global stability. Specifically, current legal frameworks, especially those rooted in traditional principles of International Law, require reassessment. This research aims to investigate hybrid warfare by examining its legal aspects within international law, with an emphasis on the conundrum posed by this evolving type of conflict. The research methodology for examining international law and hybrid warfare uses a combination of doctrinal and qualitative research methods. These include a literature review, case studies, and response evaluations. Content analysis will identify legal gaps, while comparative analysis will explore potential solutions. The objective is to determine if existing international law adequately covers hybrid warfare.
