AN ANALYTICAL STUDY OF THE AUTHORITY OF THE CONSULTATIVE ASSEMBLY IN THE LIGHT OF THE QUR'AN AND SUNNAH

Parliament, the judiciary, and the executive are responsible for ensuring the rule of law in a state. Legislation is primarily meant to safeguard the rights and responsibilities of citizens and to protect their life, property, honor, and dignity. These institutions must establish justice, strengthen the state, uphold its ideological foundations, and maintain discipline. Alongside these three branches, there are several other state institutions, such as the military, which is responsible for national security. In the modern era, the media has also emerged as a supplementary state institution. Its role is to inform the public about legislative processes, judicial interpretations, and the administrative implementation of laws. Since the discussion here focuses on state institutions in the light of the Qur’an and Sunnah, it is necessary to examine how such institutions existed during the time of the Prophet Muhammad (ﷺ) and the era of the Companions. Although political science was not as developed then as it is today, its core principles—such as giving importance to public opinion and collective welfare—were present during the Prophet’s time and the rule of the Rightly Guided Caliphs.
