Weak administrative performance and entrenched bureaucracy in Arab countries represent major obstacles to the implementation of public policies and development plans. Public administration, instead of serving as the backbone of the state, often becomes incapable of translating policies into tangible achievements due to rigidity and the appointment of positions based on loyalty and favoritism. This weakness leads to arbitrary decision-making, scattered efforts, resource wastage, and delays in essential reforms. Administrative and financial corruption resulting from these practices further undermines the state’s ability to implement development projects according to clear national priorities. Simultaneously, severe party divisions hinder popular participation and weaken consensus on sustainable national policies, obstructing development, eroding trust between citizens and the state, and opening the door to external interventions or military coups. These crises negatively affect the economy and society, leading to declining investments, rising unemployment and poverty, and increasing social frustration, thereby weakening political stability. Therefore, reforming public administration and renewing political parties based on competence, transparency, and accountability is essential to ensure sustainable development, enhance citizens’ trust, and achieve institutional stability. Sound administration and political consensus are thus the key foundations for rebuilding the state and achieving fair and comprehensive development.
