Abstract

This study evaluates the effectiveness of Pakistan's poverty alleviation programs, focusing on the Benazir Income Support Programme (BISP) and the Ehsaas Programme. Launched in 2008, BISP aimed to provide cash assistance to vulnerable populations, while the Ehsaas Program, initiated in 2019, is a broader initiative that includes poverty alleviation, financial inclusion, and human capital development. This research examines the impact of these programs on poverty reduction, social protection, and economic empowerment. By analyzing existing literature, policy documents, and statistical data, the study highlights the strengths and weaknesses of both programs. The findings indicate that although both initiatives have helped reduce poverty, challenges remain in targeting, coverage, and sustainability. The Ehsaas Program's integrated approach appears promising, but implementation challenges and funding limitations need to be addressed. The study recommends policy adjustments to improve program effectiveness, such as better targeting mechanisms, expanded coverage, and stronger institutional frameworks. By evaluating these flagship programs, this research offers insights for policymakers to enhance poverty alleviation strategies and allocate resources more effectively.
